This means that if the Lender Fees were exactly $2000, the total fee is $0. I've seen this done with manual quotes but when I attempt this using the autoquote API, I get an error stating that I can't have a "Negative Fee". This is when I attempt to use -.5 in the percentageAmount attribute.
I've also tried to supply a "Credit" using the <Credit> element but it seems to be ignored completely.
Am I using an old spec?
