Just for your information, the appraisal is considered the "market value". But, you didn't state when the appraisal was done. It could have changed since the appraisal was done.
You are being taxed on your ASSESSED value. Assessments are done by a computer program, much like this website. They are not as accurate as an appraisal done be a certified appraiser that inspects your home.
What can you do?? Appeal your assessed value through the county.
As for your other question.....most of the time you can not borrow more than your home is worth. With refinances, it's typically only 80% of your (appraised) value.
Don't take Zillow numbers too seriously. They have bounced up an down by $20,000 on my house in the past year.
