You might want to look further into reasons why the unit sold for so much less than average. What condition was it in? Were there any distressed situations involved in the sale? Was it an "arms-length" transaction, by that I mean was it sold to family/friends or a true stranger? Was anything else of value added to the sale in lieu of cash? Many of these items aren't easy to find out for certain, most wouldn't be contained in the recorded deed.
