Am I better to refi, given that I intend to sell by fall, or am I better to get a second on the home. 

We have made every payment on time since the home's purchase in1998.  We could refi, I suppose, but it seem s like not the best way if we are going to sell very soon. 

Ideas??

Why do you want to refi if you are close to selling?

If your property is listed, this could also effect your ability to refinance.
