Yes, It is always best to have an agent representing you whether the home is new construction or a re-sale home.

I would definitely go with a Realtor that has done new home construction. They can be helpful in negotiating upgrades that you might not normally receive. Plus they will be an advocate for your rights.

Just make sure that if you want to be represented, that you either bring your agent with you or make sure the agent is registered with the builder prior to you viewing the model. That way the agent will be compensated by the builder and not you. Some builders have specific rules about representation and may not be willing to pay your agent without prior registration.
