should we move on?

we put a bid in on a house. the current owner countered. we put in another bid, 3 weeks ago. the realtor, representing both parties. has emailed us saying she is waiting for the owner to respond. we found out yesterday the realtor is showing the property to someone else. should we move on and forget about this house?

If you have not heard in 3 weeks that is the same as saying "we are not interested".  You definitely need to review your bid.  When the owner countered the first time that should have given you an indication of what they wanted.  Since you have both made offers, you should have an idea of what it is going to take to make the deal work.

I also agree, that not having your own agent is likely hurting you.  You are probably not making an educated offer.  If you want the house, you are going to have to make an offer acceptable to the seller.  If you do not want to raise or change your offer enough to make them want to sell, then move on.

What you should be doing is going out and getting your own Realtor and not using the one the seller is using. It sounds like your offer was pretty low, not getting a reply in 3 weeks is ridiculous unless it is bank owned and even that is 2x longer than I would expect. Obviously you have no one working for you in this offer (not bid as that is done in an auction).
