I would not use the local assessed value to base an offer on. You can look for recent sales on Zillow and trends in the area for the median. You can also calla local agent to ask them for a CMA using the most recent sales of nearby similar houses. That is a more solid base for an offer than the assessed value.

Call an appraiser and have them complete a desktop appraisal, a full appraisal or a drive by appraisal. The more typical your home is the higher probability the value will be correct with a desktop appraisal or a drive by appraisal. If the home is outside of the city limits or is not typical for that market, get a full appraisal. If your home is typical, even Zillow might work. if the roof is older, then ask for a new one and see what the owner will do. The same with any other improvements.




tax assessed value
I am looking at a home in Houston County in Minnesota (near La Crosse, Wi). The asking price is 239,000. Love the location and the layout of the home. The tax assessed value is 221,000 however and the roof is an original (1992). The furnace and the AC are also orginal. Does it sound like 215,000 would be a fair offer?
