why does the owner state the taxes as $4,400 but zillow states the taxes as $8,800?

I hope this answers your question - currently this property is non-owner occupied which means a significantly higher tax rate. Most of the people who have come to look at this property have been owner-occupants, which would mean a significantly lower tax rate of $4400. In the remarks on the actual listing sheet which you cannot view on Zillow - it explains this.
