It is probably worth noting that not all liens are negative, you may be thinking of an IRS tax lien or a mechanics lien, which suggest the owner may be having financial difficulties that could impact the tenant. A mortgage that is being paid is also a lien, but doesn't (at least to me) suggest the same problem. If the loan was being foreclosed on, you can likely find that information as well at the recorder's office, in Chicago, it is called a lis pendens, but in your area of Wisconsin they may call it something else.

A title report will show liens.  You can also go down to the register of deeds and see what has been recorded against a parcel.

The first place is the property tax department for your local area.  The second would be your local escrow office.
