should i bid a lower price for it even if i ask them to pay all closing an inspections cost market value is 238,880

Be sure you have a knowledgable agent assisting you with your investment. I would ask the agent how experienced they are with investment property. Do they even know what a CAP rate is? There is a big difference from selling homes to families and selling investment property to investors.
