HOA fees are Home Owners Association fees. This is for the pool, ground and a variety of different things that need to be maintained also it is for the reserves within the association.

HOA fees are kind of like dues paid to your community. The amount & payment times vary by community.

They pay for things like community maintenance & ammenities (for example, maintaining community pools, nature areas, playgrounds, etc.). 

To get more specifics, contact the HOA for the specific neighborhood you're considering & they can tell you exactly where they money goes, when it's due, etc.

When you buy a new home, these fees are normally prorated (so you only pay HOA fees for the part of the year you live there).
