Both are water storage on a small rise in a small park. Altitude is approx 200 feet which is about 20 feet higher than the rest of north Redondo so they have positive delivery pressure.

I hope you get a more official answer to your question, but if I were to guess I'd say it was either water or jet fuel. The tanks look kind of large for jet fuel, but it is on a road called Aviation Blvd, and it's only about 3 miles from LAX.
