Water pressure issues can be from several sources:
1. What is the inlet pressure? Is everything else fine for pressure?
2. What is specifically going on with the shower? For example, if you remove the shower head do you get okay pressure? If that is the case, the little holes in the shower need unclogging (soak in a demineralizing solution available at the hardware store). The clogged holes in the shower head are very common problem even in moderately hard water areas. I had a shower that had to be declogged every three or four years, while all other showers were fine.

Another simple cause could be a partially open or clsed valve possibly the gate valve where your water supplier shut the water on or off.

If the water is very hard, you could have scale build-up in the pipes (copper?).
Is it public water or from a private well?
Also - how is the pressure on the ground floor and at the outside hose bib? Also low?

I had the same problem when I moved in my place. Just above your water shutoff you should have a pressure regulator. This knocks down the pressure coming in from the street to a pressure your house plumbing can handle. There should be a notched end that allows you to either allow more pressure to come in or reduce it. Just try messing with that until you get the pressure you are looking for. Good luck.
what could cause low water pressure?
it was a well maintained house, can;'t believe the prior owner will live in a house without shower water. what could cause the low water pressure problem? the house valve in the basement is turned on. could it be something else that they did to winterize the house? don't trust the plumber.
