Actually may vary by state or local ordinance . Locally, if it is new construction is required by FIRE code to have a window. Appraisers PREFER a closet but I believe only FHA and VA loans are stringent on that, for instance older homes often have NO closets in ANY of the bedrroms, back in the day only wealthy people had closets, peole used anoires. Appraisers also sometimes object to it being counted as a bedroom if its a room that you must pass through another bedrrom to get to. So, the real answer is that it can be subjective and up to the appraiser but the general test is the closet. The window thing is fire code but older homes grandfathered. I had a home with no window but a sloped ceiling, we put a skylight that opened in an it "counted" as a bedroom IF I put a door in it because it was landlocked between two other bedrooms

there's a general consensus on the closet thing but I've seen an appraiser call a room a bedroom when there was no closet. and I've seen an appraiser call it an office when a small closet existed. so...while that seems to be a good rule of thumb- it's really dependent upon the appraisal.

Not all bedrooms have to have a closet. If an appraiser counts it as a bedroom, then it's a bedroom.

If the room is in the basement, it must have two forms of egress (exit) and a closet. A narrow window at the top of a wall that only a teenager can fit through is not considered an egress window.
