what does it mean when a realtor says they are counter offering an amount with 3% closing?

Does that mean that the 3% will be included in the amount or for the buyer (me) to pay at closing?

I believe they are offering up to 3% of closing costs. So if you are buying the property for $200k then the Seller will pay up to $6,000 towards your closing costs( loan discount points, origination fees or any other expenditures relayed to the Buyers new loan).
