Owner occupant buyers simply mean that the property is  available only to those buying it to make it their home, i.e. no investors. This is done so that the first time home owners or those who don't have a home at the moment get the first shot at buying. This is seen a lot with Fannie Mae foreclosures. When a foreclosure property comes up for sale there is a period of time for owner occupied buyers, after that period the property is opened for sale to anyone, that is people who are buying a second home or are investing.

We are seeing this term more and more related to short sales.  Short sale lenders do not want to approve short sales to non-occupant owners (read investors).  Therefore, the better chance of getting the short sale approved will be with a buyer who intends to occupy the home.

Owner occupant means the owner occupies the home.  The word buyers seams out of place with the statement.  I've seen some pretty tricky stuff by for sale by owners lately when they try to make their home appear to be for sale by a Broker, when in fact, the owners are trying to sell it.  If you really want to know the facts, get a local Realtor to help you find out what's going on with the property in question. He or she will be happy to help you.
