Make Me Move prices are set by owners. They are supposed to be the price that an owner might consider selling for. You can contact them directly, but you are right to be skeptical and keep your guard up anytime you are emailing a stranger.
Some owners do set reasonable MMM prices so it might be worth an email to see if they are serious or just fishing. You never know.

Yes it's possible it could be trickery to get you to contact them. Hopefully not.
If you want to see listings, find a Realtor and she/he can get you one of best bargains, a bank owned listing. You have to act quickly on these because sometimes they will accept an offer the very first day on the market.

I don't know if there is a way to tell, but it would be interestjng if Zillow produced statistics showing how often a home sells at the make me move price.

The owner of the house has "claimed their house" on Zillow and is offering to possibly sell it at the "make me move" price to a buyer.
