what does this mean (Sold 08/15/2007: 2009 Property Tax: 7,250 $)

Does this mean that the home is under a tax lien? 

This particular home is valued at 200,000+ yet it is being sold for 40,000, why?

You didn't provide an address or a link, so can't look further into it.

However, the tax amount of $7250 is the annual real estate taxes on it.  The sold date is the date that Zillow was about to find of the last deed transfer.  It may not be accurate though.
