what if a felon conviction is 40 years old? A person is a Vet who has never been late on rent.

What if a felony conviction is 40 years old? And the person is a veteran who has never been late on his payments???

Not sure what your question is, but if you inquire whether a convinced felon can purchase a house, the answer is yes. 
If you are asking if a convicted felon can get a loan, the answer is yes, however it depends on credit rating and income. As a veteran, this person may apply for VA loan, and possibly obtain a loan with no down payment. Good luck!
