Yes, pending is far from closed in Pennsylvania.  An offer has been accepted, but usually with contingencies such as inspections and appraisals.  There are many ways a pending transaction can "fall out",

In Florida, pending usually means that all contingencies in the contract have been met and they are just waiting to close.

Pending means that there is an accepted offer, but not yet closed.   Usually there is a lot of activity between acceptance of an offer and the final closing (the money transferring hands) such as inspections, title review, getting funding, etc.  It can take a few weeks or longer.

Not all houses that are "pending" actually close as buyers may not accept the inspection results, or may not be able get funding (or other reasons)
