Rick's answer, below is good.  This assumes that the home isn't currently listed for sale.  You may just have to knock on the door or write them letter.  Tell them you understand they might be under some mortgage pressure, that you've liked their home from afar  and if they are thinking of selling it as a solution to their issue, you might be interested in working with them.

Until the home is owned by the bank the owner still has the right to sell it. I would wither contact the owner or contact a Realtor that will.

If you not comfortable contacting the owner, contact an experienced, Realtor to do the leg work for you. Many times I find that sellers are willing to sell but often embarrassed given the situation, or unsure who to turn to. I have sold several home that were in preforeclosure through the means of a short sale.

If the home has not been foreclosed upon, then the current owner may still have the right to sell the home. I would suggest looking with your local county appraisal district to find out who owns the home and see if you can contact them directly. As always in transactions like this consult an attorney and make sure you get a good title policy.
