The last place you should start is with a lender or mortgage broker.

Start with the City of Chicago's new homes page and the links from it.

Check in with Neighborhood Housing Services, which partners with the city to spread information on many of its grant programs.

Check with a qualified lender who is familiar with city run programs. To take advantage of these programs, a lender will require you to take a class or classes before being qualified for a loan. Below is a link from the City of Chicago website to organizations that operate these classes. They may be able to provide you with a list of lenders who participate in these kinds of lending programs. While I am not familiar with these programs in Chicago, they are very common in Minneapolis, MN

I would contact a mortgage broker. There are a few good incentives going on for first time buyers in Chicago. Things like a $7500 tax credit (which may or may not go to 15K) and there is low interest rates. (May go as low as 4.5%) Hope this helps. Good luck!
