In Texas start at the County Appraisal District(in Jefferson County www.jcad.org), then from there go to the County Tax Assessor. That should get you the current owner or the most recent owner. At the Tax Assessor's office or website look for who paid the taxes last. That person or entity is the owner or the mortgage holder.
It is not always clear cut. Also you can pay a title company a fee for a title commitment that shows who owns what and at what percent. Ideally one owner with 100% interest.
