In Oklahoma it is normally the Buyers expense but is also negotiable.  I currently have 170 acres listed where the seller is willing to split the land. A  buyer wants 90 acres of the 170 acres. In negotiating a higher price the seller has offered to pay for the survey because it is just as important to the seller to have the remaining property surveyed at the same time.

In TN, the party who pays for the survey is the only party who can use the survey in a court of law. Most surveys are produced for simple boundary markings, but there is always a chance that it will be needed in a legal dispute. So being the purchaser of the survey can be a valuable position. This law, like other real estate law, varies from state to state. Please consult a licensed attorney for laws and regulations in your area.

It is negotiable and the contract will usually state it.
In my area around Chicago, seller pays, unless it is a foreclosure.

In my area,Raleigh,NC the buyer normally pays for it, however, there is no normal....everything is negotiable. You can include the cost in seller paid closing costs. A survey is a smart thing to get! Good for you.

In Indiana it can be part of the sellers or buyers cost depending on what box is checked on the purchase agreement.  Since more and more buyers are asking for closing costs to be included in purchase price we are seeing it come out of the closing cost concessions. So it depends!

In the county I work in Florida the buyer pays for the survey.  However in the county north of me the seller pays for the survey.  Pretty much all fees can be negotiated as to who covers them but there are general ways it is handled that vary county by county.  Ask a local realtor what the contracts dictate in your area.

Typically the buyer pays for a survey.  The attorney or closing company can order for you and it can be paid for at closing.
