If you are borrowing the funds, the lender will require a survey.  If the seller has one, you can probably have it re-certified at a discount.  If no survey is available, i99% of the time, the buyer pays for it since it's not a requirement of the seller to provide one.

Depends on the market, in our market, the buyer pays for it.

It depends on your market.  In this market, a survey is not required.

The short answer is...whatever the contract states.

Are you talking about land or homes. Here in Arizona, I have only had a survey request in the out skirts of Phoenix, which was negotiated on who pays for it. I also sell a lot of land here in Arizona, and our contract leaves it open for the buyer and seller to negotiate it. I would say that most times the seller would pay for it, but if the price is right, then usually the seller will not, then it is up to the buyer to either walk away, pay for one, or not do one. In Arizona, surveys are not required on homes or land.

Same as most, if not all, states it is the buyers to pay for unless it is negotiated so the seller pays it. Your lender might require one so it is something you would pay for, like an appraisal.
