only a portion of the fines were recorded. (500-) which the title co. found. 2200- were new to me. this was bought at trustee sale.

It's something the bank should clear up before selling the home.  Some homes are marketed with the fines or outstanding dues being assigned to the buyer so be sure to ask the listing agent.
