The first step, IMHO, is to look at the Zestimate ranges of the various houses to see how they compare. I consider the ranges far more important than the single Zestimate number. (Do you have some values on "so low", is it 1% lower than the neighbors or 50%).

Is the sales price(s) correct? If not, flag it so Zillow will check it with the county. (Provide a link to county records to help Zillow).
Is the tax assessed value the same as your tax bill?
Use the "owner's comments" section to clarify why you think the Zestimate is not correct. Quantitative reasoning with dates is most effective.
