why is there a large variance from 93,000 to 240,000 for 2-4 unit properties in zip code 02929?

Appraiser in CA trying to figure out values in Providence for a three unit property in zip code 02929. Doe this area have a high crime rate? Other than large supply of REOs why is the variance in sales prices from 93K to 235K. Vandalism to the lower priced dwellings or other factors?

The houses are vandalized. The copper pipes were stolen, windows and doors broken into. Somtimes boilers, heaters, furnaces, baseboards are stolen. The listing agents are not properly securing these houses when they get these packages from the banks. Most of the time, the listing agents doesn't even go see or inspect the houses because they don't want to spent the time but they want the sellling commissions. When the listing agents gets the packages from the banks, they would go to the tax assessor website and download the house picture and paste it on the listing. When they or the banks sent cleaning crews to clean the houses, most of the times they won't followup to inspect the houses and make sure all doors and windows are locked. The cleaning crew would leave the one or two doors or windows unlocked so they can come back at night to steel what they want. The banks need to ask the listing agents when was the last time that they have visited the houses that they listed.
