Because the banks are running scared.  Appraisals are scrutinized and unless you have very recent sales in your tract to prove the value you want, you will be very frustrated. 

The bank perceives a risk related to the value of your home.  Prove to them your value is a low risk and you will get your re-fi or your buyer will get their loan.
