As a general rule, yes.

To qualify this answer however, it depends on how you finish it.

If your idea of finishing your basement is painting the block walls
and putting in carpet...It wouldn't add much value but it would give
the potential buyer an idea of what is possible.

If you finish it in the same quality as your upper levels then you
would likely get more money for your home and it would definately
make it more marketable.

That depends on your house and what sells best in your location.  I suggest you speak to an RE agent (preferably someone who knows your neighborhood/town well).  My neighbor just listed her house.  She was told that, around here, finishing the basement (including putting in the full bath which is currently only plumbed) would probably both increase the asking price and shorten the time to sell.
