House needs to be in livable condition. Functioning kitchen and bath. FHA appraiser can require that defects be corrected priro to closing.

I am not sure what you are asking as I do not see the home you are talking about but for an  FHA approval on an existing home, the FHA Appraiser is the one who is doing the inspections under FHA  guidlines and it is usually these items that are inspected:
Roof-from the ground
Paint-chipping or peeling paint anywhere on the exterior of the home including decks.
Plumbing- opening cabinets under sinks to see if there is any leaking
Electrical - to see if the outlets and light switches work. 
Hope this helps and you can call an appraiser that is FHA Certified and he/she would be happy to let you know what they are looking for under FHA guidlines.
