Because I saw damage not noted on HUD's inspection report (roof sheathing soaked, which makes me wonder how much of the roof needs replacing), I wanted to put in a bid low enough to replace the roof while staying within the budget I can afford. The agent's reply was to scold me instead of submitting the bid.
