What can my max LTV be for a refinance with cashout?

My house is worth $325,000. I owe $210,000. I want to take 55,000 out by refinancing my house, making my LTV 81.5%, is this possible?

I don't have a valid social security number. I heard two or three years ago that it was possible to purchase a house using only my Individual Tax Id Number (ITIN). But, I also heard that it could potentially become a problematic situation.

Recently recieved assesed Property value in Mail.

I had my townhome re-financed and it was appraised at most likely the highest value before the bust (330,000). I recently recieved a property value assesment for tax purposes and it is 280,000)

From what I understand I am being taxed by city of Renton for a value of 330,000. I want to reduce my taxes. What should be my first steps for taking action to reduce my taxable property value?

Is there a waiting period after re-fi to open an HELOC? Is there a waiting period? Also doe the new rules ( home affordability program ) affect the ability to open an HELOC in any way? My LTV is currently about 85%. Can I get an HELOC upto 90% of my house value? What is the max LTV for an HELOC?

I want refi quotes and the online form requires current loan balance and reate. I have no mortgage.

The online form rquires the current mortgage balance and term and rate. I own the home and have no mortgage. does this mean I cannot use your site to get this information or is there some other form to use?

Rolling closing costs into the loan?

In shopping around for good rates, I'm finding some rather astonishing numbers of cash required at closing. Not just my 20% down payment, which is of course expected, but a mountain of other fees and such that in some cases are adding up to $25k or more.

I don't remember having to come up with that kind of cash in any of the mortgages/refinances I've had before. I seem to recall that my lender always rolled most of that stuff over into the loan. Is that not happening anymore?

It would be ridiculous if the amount of house I could afford to buy was cut by $100k just because my down payment nest egg has been eaten alive by closing costs.

The prices aren't for sale, they are for rent, their not at that cost. Who is taking care of this stuff. I would so buy these houses if that offer was real. But it isn't, total scam, not neccessary zillow's lie, but zillow is allowing it.
