Should I refi a fha 3.5% down fha loan at 6.5% plus mip of $50 per month

My daughter was considered a first time buyer along with my wife and myself so we bought a home in greece ny while she went to school. We put down 3.5% and have a 6.5% fha loan with mip of $50 per month. We tried to sell but decided to keep as an investment property and currently have it rented. Can I still do a streamline or what do you suggest? Paid 134,900 owe 129,000 and zillow zestimate is 147,900. Would like to sell within a couple years.

My partner and I owned until Sept. of '09 a double wide mobile home. We (I was primary on mortgage) did not own the land, only the structure. We have now bought and are living in a traditional home that we purchased, more money and own the land. Do we qualify for Federal rebates in either of these cases?

My address does not come up

My neighbors are listed and my home is on the satellite view, but there is no listing for my address. Why woudl that be? For example, I cannot find 25 Watkins Terrace, Rochester, NY. Every house on the block has details but mine.

Another is 174-176 Alexander St, Rochster, NY. The satellite view shows the building, but there is no home detail to view. Are apartment buildings excluded?

Refinance- NYS?

We were in the process of refinancing with a FHA 203K with our current lender and had such an awful experience that we cancelled. (Agent lied about fee's , was not responsive etc etc)

We are now thinking about just doing a straight refinance with another lender. We just purchased our home, about a year ago. We put the minimum down for closing costs so at this point do not have a ton of equity established. We closed with an FHA at 6.5%.

We of course want to take advantage of the lower rates but really would like to roll in, most if not all closing costs into the refinance. I called a local credit union and they told me the max they could do was 95% and that it would be very close and we really wouldnt know if we could roll in the closing costs until after we did the appraisal.

Any suggestions on where to go from there? Are their any other lenders that would go above the 95%?

Appraisal Fee

Is the appraisal fee ever refundable. We decided not to refinance due to some horrible customer service on the part of our current lender. I assumed it was not refundable but looked at my loan agreement and it only states that fees paid MAY not be refundable if the loan does not close.

I did some further research and found someone had posted (elsewhere) that they were able to get the appraisal fee back. They said that according to New York State law, if a person changes their mind on a refinance, they have to able able to do so without incurring any expenses ("be made whole" as the law states)

Can anyone confirm that? Thanks
