there is a contruction lien against this home for $22,700, dated april 2009, and a certificate of sale for unpaid municipal liens for $358. dated 6/09, plus it is in pre forclosure. who gets paid first, the mortgage co. or the lien holders? if there isnt enough money to go around will there be a clear new title given to a new owner?
