What is the difference between an appraisal for a conventional mortgage and an appraisal for a FHA ?

I applied for a conventional mortgage and the appraisal came in too low. The loan officer said I could apply for a FHA mortgage but the appraisal would have to be redone. The appaiser has to come out and look at the property again. What would he look at for FHA that he didn't look at for a conventional mortgage?

Zillow says my home is worth $213,000?

Since we've moved in in May 2001, we've added new roof ($5000), siding ($16500), windows &$10,000). How much will this add to the value of our home.

Our Neighbor just had an appraisal and their house came in at $226,000 and Zillow has it at $210,000.

What is the pricing strategy when comps are mostly foreclosed or short sale homes?

More than three-quarters of the homes for sale or recently sold in my area are foreclosed or short saled homes. Zillows estimate is about 10% less than my tax assessment value, and the comps are 10-30% lower than the Zillow estimate. I obviously would love to believe someone would offer me the tax value, but I think Zillow's estimate is a more realistic--if you take short sales and foreclosures out of the equation. Are people buying homes that aren't foreclosed in neighborhoods like mine? Is there a stigma on foreclosed homes that steers buyers towards "normal" homes? Or am I stuck until the glut of low-priced foreclosures are off the market?
