why is the newly-announced $6500 tax credit only for people that have owned their home 5 of 8 years?

Both the house and senate have agreed to extend the $8000 first-time homebuyer tax credit through May 1st, 2010. In addition, ANY homeowner that's lived in their home for 5 of the past 8 years can now also claim a $6,500 rebate as well.
This is big news for those of us in the real estate community, as this credit seems to be the driving motivation behind a large percentage of recent home-buying decisions. But, has anyone heard an explanation why the "must have owned for 5 of the past 8 years" requirement is attached to the $6500?

Can the $6,500 credit be used for buying a second house that will be eventually moved into?

We have purchased a "future" retirement home, Jan 2009. We have not moved in yet, and our time line was 1-2 years before moving from our current home to retirement home. Can we still take advantage of the credit?

Much of southwest Athens, Georgia, isn't getting Zestimates right now and I think I know why. You have a listing for a recent sale at 232 Epps Bridge Road which is apparently a whole apartment or condominium building, but you only have the square footage for one unit, resulting in an enormous price per square foot. This causes the spread of comparables in the area to be too wide.

How will increased commission figure into mortgage qualification?

I make a base salary plus commission that equals about 40% of my gross income. I've been at the same job for 3.5 years and my commission for the first two years was very steady. At the start of this year I was given a huge increase in territory which has resulted in a huge increase in commission, by almost 50%. I know that commission is averaged over two years; will my new increased amount of commission figure in at all? It's been very steady since January, averaging to be about the same every month. Will my l/o be able to get me approved for a mortgage reflecting my new earning potential? I'm applying for a USDA Guaranteed. Thank in advance for any insight!
