I'm 4 yrs into a 5 yr ARM. Value of house now lower than mortgage but want to refi. what can I do?

We are starting our 4th year in a 5 yr ARM. We've been trying to refinance, but the value of our house is now lower than what we owe on the mortgage. We are not going to stay in the house more than the 5 years, so trying to figure out whether we should sell this year or next and take our losses, or if we should try and refinance and sit tight until market values come up? Also wondering whether we should adjust the home value with the county (down) since they are still going off of the original value we paid 4 years ago. (of course because they get higher taxes!)

I may be confusing 2 different properties in Marina Bay, but 11063 on Zillow is listed at $675k...the price is $739k on realtor's website who marketing the property. Is it due to improvements/etc? (assuming it's the same property). Regardless, which price is correct. Thank you.
