Problems getting pre-approved again for a Mortgage

We were approved last summer for a mortgage of about 165k. But a deal fell through, we are trying again and my lender is having issues pre-approving me. My monthly income has dropped slightly because we are temporary on 7 hours at work instead of 8. However, I have paid off two credit cards since then. He said it is because of my student loans, but I had the same student loans on my credit report last summer when we were fully pre-approved. We're in Kenosha, WI, can anyone offer suggestions? Plus, we were offering 135k on this current home with about 5k down. Much less than the 165k we were approved for last summer. And since then, my co-borrower has gotten a raise also.

There is a very nice little upper/lower duplex for sale in Kenosha. It is assessed around 200k and is for sale for around 100k. Each level is approximately 700 sq ft, there is a very nice two car garage for the tenants to share as well. It is also in an excellent neighborhood. Does this sound like it would be a good investment? What is an approximate rental rate per unit?

What's a reasonable offer to start with on this home?

I'm getting ready to view a home tonight and I can tell an offer may already be in sight for us. The house is city assessed at 195k in Kenosha, Wisconsin. It is in a great neighborhood. The house was originally listed at 174 and now it has dropped to 164k. It has been on the market about 5 weeks I believe. What would be a reasonable offer to make on it? The taxes are higher per year than I originally was targeted on. It would be good for me to make a combination of a lower offer plus seller paying some closing costs of mine. Advice Please!

What is a reasonable offer on a foreclosure that is listed at 149k and the city assessed it previously at 206k? This is in a middle class South Eastern Wisconsin neighborhood (Kenosha, WI).
