Is better to buy ouside of the bay area in Northern California?

I live in the bay area of northern CA where housing is still outrageously high.
A 4br is still in the 600000 average.
Is it safer to buy in another state where the price of houses cannot go much lower then they are now? In some places even in CA an equivalent house is 3 times cheaper.

This house is a cute house in one of the best school districts. It does not have real garage and is a little small.

Wondering how much do you think it would cost to add approximately 500 sqft and a 2 car garage in this area?
