First time home buyer Credit and Refinancing.

I bought a home early this year as a first time home buyer. I am eligible for $8k tax credit. Lately , interst rates are fallen significantly.Now, I am thinking of refincing.Would I still be eligible for the first time home buyer credit?

We have repainted the outside of the home and repaved the driveway, but none of this is displayed

Painted outside and repaved the entire driveway. When will a new view of the home be dispayed? The driveway cost nearly $5000 and the paint job was nearly $3000. Yet the value of the home has decreased nearly $2000 in the last 30 days.

Would like to get comps on my home's value at the begining of the year to lower my RE taxes.

The county rised our taxes the stardard 2% but home values in our area decreased 20 to 30%. they want two comps that sold in our area within 3 months of the begining of the year. There are many web site, Zillow included, with recent sales info but cant find older sales info. Help.

Refi restrictions and equity

Can my mortgage company put a restriction on my loan that I can't refinance for up to a year after the purchase date? I don't have a prepayment penalty so this seems flawed.
Also, when over paying the mortgage payment each month, is it better to put the extra towards principle or equity?
