Does FHA 5/1 loan adjust at year 6 & forward in conjucntion with new principal balance or original?

I'm being told by lender that an FHA Streamline 5/1 ARM at 3.875% will adjust up to 1 point per year through years 6-10 with a cap of 8.875% over the life of the loan. But, he is saying it will adjust every year in conjuction with the reduced principal not based on original loan refi balance. He is inisistant. Does this really exist or is he BS'ing me or confused. Can someone explain how a FHA Streamline 5/1 ARM really works? Someone please help me understand!
