Previous owner of house next-door walked away and left this mess but still holds the deed. His moldy empty house is easy for trespassers to enter and have done so.&nbsp; Besides the negative impact on property value,the situation feels unsafe.We have complained to the township, the police, the bank which we thought owned&nbsp; the property.&nbsp;Today we learned the previous owner still holds the deed.&nbsp; He lives in a lovely house in AZ and I am considering contacting him directly. We are not a gated community. The interior residences far outnumber the perimeter residences. The HOA is planning to use HOA funds which, of course, are paid by all residents. Right now, our bylaws call for each resident to be responsible for maintaining his/her own fences. According to the HOA, the perimeter fence will enhance home values throughout the community. The perimeter fence lines in question are now on the homeowners' property and putting up the fence will require the homeowners sign over that fence line to HOA making the HOA responsible for the fencing maintenance thereafter. Does adding a fence like that really enhance property values for all residents?
