The mayor of Philadelphia wonts the property taxes to increase and decrease by 14% next year how come the property taxes can go back like it was after worth as they gain revenue from the tax payers?

West Philly neighborhood definitions

The Cobbs Creek neighborhood in Philadlephia officially begins west of 52nd with neighborhoods to the east including Cedar Park, Garden Court, Walnut Hill.

Zillow tends to list a large number of homes sold in Cedar Park and Garden Court inaccurately as being in Cobbs Creek.

Cedar Park is the historic name for the neighborhood stretching from 46th to 52nd, Larchwood to Kingsessing. Here's the wiki page for Cedar Park. There is in fact some differences of opinion about West Philly west of 52nd, north of Baltimore, south of Market as many locals reserve "Cobb's Creek" for areas closest to Cobb's Creek Parkway and few blocks east with their distinctive Craftsman and Bungalow style houses, prefering simply "West Philly" or "Southside" for central West Philadelphia, as noted on the wiki page.

why does germantown have a lot of crime and the 2nd worse High Schools in 06-07?

Germantown seems to have a lot of nice looking homes, however I always hear people telling me that its bad. I clipped an article out of the inquirer that alerted me to areas in philadelphia that have the most dangerous incidents in their schools. I noticed that in 2005-2006 the school had 27 Dangerous incidents defined by The Philadelphia Inquirer as weapons possession, violence that results in arrests such as assault, rape, robbery, homicide, kidnapping, and sexual offenses. In 2006-2007 the number of incidents increased to 43 for Germantown schools.
