What to do about neighbors that are renting their properties...

OK... My neighbor is currently renting his property, which is fine... the problem is that the tenants that are living at the property are extremely messy. The neighbor does not keep the property up, nor does he make any effort to keep it clean. There are way over two families living there... I understand it is not their fault because the owner allows this to happen. I contacted the city about the problem, but nothing has been done.

It seems like the situation keeps getting worse by day. Now they are using one of the windows as a front door... they climb in and out of the window to get in and out of the house. There are also two couches thrown in the driveway. There are well over 6 cars (all unsightly) and they often park some of them on the lawn. The rest of the neighborhood is really nice... all the other neighbors keep up their homes and it is really quiet. It is just a shame that these folks are making the area look really bad... and I have the misfortune of being next door to them.
