What's the deal with HARP refinancing?

I have a countrywide/Bank of America home loan. 30 year fixed, 6.25% interest rate. Never missed or been late on a payment. The term used to describe my situation is "under water". We owe more than the home is now worth (mostly due to condos in our unit forclosing, screwing with the value of our home. What do I need to know that is crucial to even attempting to do refinancing under HARP? Any advice would be great.

Upsurge in FHA Final Inspections for New Construction

In recent weeks, there's been an upsurge for FHA final inspection from developers for new construction. Multiple orders have been placed from different developers thoughout San Diego county. All were attached swelllings consisting of townhome units. Developers are offering aggressive incentives to close out existing phases. Targe clients seem to be first time buyers who are also taking advantage of the $8,000 tax credit.

Developers appear to be turning a corner. New phases are actively underway. Another developer initiated discussions for new construction inspection to meet FHA guidelines. Two of the developers have shared that their corporate office are exploring raw land for future developments.

Reverse Urbanism - Leaving Suburbia, Back to the City

Downtown San Diego has seen an amazing transformation in the past two decades. It is truly one of the great cities to live in now. Wnderful transit system (just voted #1!), beautiful vistas, lots of fun things to do, a wide varity of great condos, lofts, townhomes and even a few vintage single family houses, ideal weather, busy commerce district, shops, restaurants, etc.
This article doesn't mention San Diego but does point to the growing trend of "Reverse Urbanism". Many people just want a more carefree "Lock~N~Leave" lifestyle. Downtown San Diego really epitomizes that!

Dust off your Schwinn, this sounds like a really fun event. Bike the Bay. I believe they only do this once per year, bike from San Diego to Coronado, over the bridge. Then cruise around beautiful Coronado Island.

The houses in St Therese Way, San Diego, CA 92120 are not in San Carlos neighborhood. They belong to Del Cerro Community. The San Carlos Community is approximately 4 miles from Del Cerro neighborhood.
Please, corrected for the future, the property value is completely different.

Boat Parking

One of our neighbor decided to invest in a boat - well thats great! But he decided to park it on the street - ouch! the street looks ugly and I hate it when I go past it. Is it legal to park our boat on the street - can HOA do something about it?
