Buying an REO cash then getting a home equity loan

I know it will not be all this simple, but I am looking at REO's that I could buy cash for less than $30,000 (perhaps from money invested from friends and family, there are several here in Grand Rapids). I am pretty handy and would then like to fix up the house and take out a home equity loan for probably around 70% LTV depending on the appraised value of the house. With that money I would pay back my friends with a decent return and myself for my time put in and have enough left in case something major goes wrong with the house. The neighborhoods I am looking at have home values between $70,000 and $95,000 from what I have seen. Does anybody see any obvious holes in this plan that will make this not work? I would love some expert input.

I just bought a house here in late Jan 09' does the new propsed tax credit apply or is it the $7500.
