if i buy a fourplex and want to occupy two units, can i evict both tenants?

in oaklan, ca. this is assuming the tenant is not in the special protected class. Or could I evict a tenant if a close relative will move in. And if so, can I then move the remaining two tenants to the units of my choosing or do they have the right to stay in the specific unit they've occupied?

Related question, can I find a loan program that will count rental income in qualifying income if i have no experience as landlord.

"And foreclosures keep climbing, though some point to the fact that they seem to be leveling off. However, a strange thing is happening: We're seeing what's being called a "shadow inventory" of foreclosed homes."

"We believe there are in the neighborhood of 600,000 properties nationwide that banks have repossessed but not put on the market," said Rick Sharga, vice president of RealtyTrac, which compiles nationwide statistics on foreclosures. "California probably represents 80,000 of those homes. It could be disastrous if the banks suddenly flooded the market with those distressed properties. You'd have further depreciation and carnage."

I put an offer in on Sunday on a home that's going for $128,000 but with, 19 other offers I made an offer of $195,000Its a foreclosed home but my big question is how long will it take for them to make a decision on who offer they will accepted

How can I find an agent to help find cheap properites? Seems like no one is interested.

We have been looking for properties in the 150-250k range in Oakland, CA and it seems like agents are looking to make more comission than that. We aren't super demanding. We just want an agent who can show us the properties that we have already found. Any suggestions?

Why is it that one lender can qualify me for an fha loan at 250k but have had difficulty getting a second offer to compare rates/fees with. Specifically I tried another FHA lender who says could only approve me for 100K or less ...? Is it true that FHA allows for higher debt to income ratios? Is the max 55 or can you actually go to 59? Are you required to show reserves with conventional and not with fha? thanks!
