Short sale "highest and best" strategy?

We made an offer on a short sale (Chase.) After we submitted an amended offer agreeing to a binder after seller acceptance at their request, we are told there is now another offer. They are now asking for our highest and best. Knowing that it is a short sale, should we really offer our highest and best or leave a little wiggle room in case Chase comes back and negotiate?

Can I offer less than the asking price for a short sale?

Or more importantly, should I? The asking price is $159k. I am pretty firm at my 150k price limit but I really like the house. Hard to find a comp in the area for a 2/2 with nothing selling around it. The house was under contract for the 159k for almost a year when the bank the short sale was though went under and now it is through BofA and I know they are a notorious PIA with short sales as it is.

I know of a particular home in Jacksonville that is in foreclosure. How can I find out information on possibly buying it. How much would the bank require to buy it? I am not familiar with foreclosures.
