how is ARV formulated ??

I am a new wholesaler . And I am told the ARV figure is the most important number in our calculations. But I a don't understand , how is the ARV derived? by comps ?
And also , isn't the ARV equivalent to the original sell price of the property?

I am about to buy a house. The area is ok but the schools in that area dont have very high rating. I am very concerned about it. I myself dont have any kids. I am asking from a selling point of view. Wont it attarct buyers like me in future?
